Both come up constantly in client work here, and they are not close to the same difficulty.
Telegram is where you should start. The Bot API is completely free, setup takes five minutes through BotFather, there is no approval process, and you get real bot features: inline keyboards, buttons, groups, channels. You can build and break things all day without asking anyone's permission.
WhatsApp is where the money is, at least for Nigerian clients. Almost everyone here is already on WhatsApp, which Telegram cannot match outside a tech-savvy crowd. But the WhatsApp Business API means going through Meta approval, using pre-approved templates for anything you send first, and paying per conversation once you are past the free tier. It is built for businesses that already have a budget, not for a weekend project.
The practical path: learn the mechanics of bots and automation on Telegram, where mistakes cost nothing, then bring that understanding to a WhatsApp build when a client actually needs the reach and is willing to pay for the approval headache.
